Machiavelli's The Prince

Machiavellis definition of legality consists of the power of strength in action which allows a ruler to recognize and exploit ever-changing fortune. In his view there exists no universal farm of rules for right action, rather, actions derive from pragmatic, experienced judgments, taking into account hypercritical knowledge of their situation. A virtuous prince bases all proper decisions for questions on an evaluation of the probable reactions of all humans affected by his decisions. A prince without virtue, however, fails to adjust to changing circumstances and fails to recognize and vex those opportunities presented to him.
